The scene behind the words
In 196, against a majority counseling caution, Xun Yu pressed Cao Cao to take in the wandering Emperor with these words. That single counsel made Cao Cao the one power that "held the Son of Heaven," pre-empting every political claim thereafter — arguably the highest-yield strategic advice of the entire era.
